The Intergovernmental Negotiating Body (INB) Bureau is moving on from the “bureau’s text” to a “negotiating text”…but what has happened to the “compilation text”?
Inter-sessional informal meetings September 2023
It was agreed at the 6th meeting of the Intergovernmental Negotiating Body (INB) in Geneva (17th – 21st July 2023) that the inter-sessional informal meetings of the Drafting Group of the INB would continue with respect to the following:
- Article 9 (Research and development) co-facilitated by Mexico and Norway;
- Article 12 (Access and benefit-sharing) co-facilitated by Australia and Ethiopia; and
- Article 13 (Supply chain and logistics) co-facilitated by Indonesia and Pakistan.
In addition, it was agreed to commence inter-sessional informal meetings on the following Articles:
- Article 4 (Pandemic prevention and public health surveillance) and Article 5 (Strengthening pandemic prevention and preparedness through a One Health approach) (jointly) co-facilitated by India, United Republic of Tanzania and the United Kingdom; and
- Article 11 (Co-development and transfer of technology and know-how) co-facilitated by Colombia, the Philippines and Saudi Arabia.
The inter-sessional informal meeting to discuss all six of the above Articles took place on 4th – 6th September 2023 with further discussions taking place on 15th and 18th September.
Member States agreed that the INB Bureau will draft a proposal for a “negotiating text” of the WHO CA+ by the 16th October for the English version (and no later than 30th October 2023 for the other UN languages) for the consideration of the INB at its seventh meeting (INB7), which is taking place from 6th -10th November and resuming on 4th – 6th December 2023. The compilation text remains secret to the general public.
