Where are we now?
1) 13th Meeting of the INB held in Geneva, 17th to 21st February, 2025 (INB13)
Ms Precious Matsoso of South Africa and Ambassador Anne-Claire Amprou of France co-chaired INB13.
As with all previous meetings of the INB, the opening session and adoption of the agenda and programme of work, report of the meeting and closure of the session were publicly webcast and took place with the participation of the Relevant Stakeholders.
The negotiation of the agreement on the proposed WHO Pandemic Agreement in the drafting group, proposals for member states of entities to be included in Annex D or Annex E (of document A/INB/11/13) along with next steps including “stocktake on progress” were held in closed session (i.e. the substantive discussions were held in secret).
In his opening remarks, the Director-General, Tedros Adhanom Ghebreyesus, commented that the INB was at a crucial stage and that progress must be made at INB13 if the WHO Pandemic Agreement is to be finalised in time for the 78th World Health Assembly in May 2025.
The INB drafting group progressed negotiations in the following areas:
Article 1 (Use of Terms)
Article 3 (Principles and approaches)
Article 4 (Pandemic prevention and surveillance)
Article 11 (Transfer of technology and know-how for the production of pandemic related health products)
Article 12 (Pathogen access and benefit sharing “PABS”)
Article 13 (Supply chain and logistics)
Article 13 bis (Procurement and logistics)
Article 21 (Conference of the Parties “COP”)
It was agreed to add two additional Stakeholders to Annex E (A/INB/11/3).
During the closing session, the Interim Report was displayed on screen and the text was greened on a paragraph by paragraph basis. The Interim report was approved and the co-chairs closed the session agreeing to resume INB13 in April.

2) Joint Statement from The Panel for a Global Public Health Convention and The Independent Panel for Pandemic and Response
On 11th March 2025, members of The Panel for a Global Public Health Convention (Chaired by Dame Barbara Stocking) and members of The Independent Panel for Pandemic and Response released a joint statement entitled “The Pandemic Agreement: On the Cusp of Making History”.
The contents of the statement reveal where there remains a lack of consensus (there were no surprises):
- One Health
- Technology transfer
- PABS
The two Panels urged Member States to make use of the inter-sessional period to reach consensus on the remaining issues prior to INB13 resuming in April seemingly suggesting that without such consensus agreement will remain elusive and the deadline of the 78th WHA will be missed.
The statement made reference to the COP (Conference of the Parties):
“Institutional structures like the Conference of the Parties will allow the agreements framework to grow and adapt to emerging science, while the mechanisms will support countries to implement and finance their commitments.”
The statement continued the promotion of fear (something that has become commonplace throughout the negotiations):
“Pandemic threats are not waiting for negotiators to finish their work.”
They closed out the statement claiming that “the public expects Member States to deliver a strong Pandemic Agreement that will protect them from these threats.”
A ridiculous statement of course as the vast majority of the public are unaware of the existence of a draft Pandemic Agreement let alone have any expectations of what it should deliver. Many pretend the last five years didn’t happen.
3) A reminder of the justification for the Pandemic Agreement
The claim (and fear mongering) that there is a persistent and ever-increasing threat to public health from viruses with pandemic potential is the justification, relied upon by the World Health Organisation (“WHO”) and the INB, for the need for a Pandemic Agreement along with the additional claim that such an agreement will make the world safer and healthier.
There is a lack of evidence to support claims of an increasing pandemic risk: such claims are exaggerated. In spite of this, the global pandemic industrial complex marches on with investment increasingly focused on surveillance, vaccine discovery and diagnostic/therapeutic manufacturing and distribution in relation to pathogen threats. This has nothing to do with making the world safer or healthier rather it serves to limit the freedoms of the people by infringing inalienable rights until such time as mass vaccinations can be rolled out (in 100 days! https://cepi.net/100-days).
Should the Pandemic Agreement be signed, it will lead to an internationally agreed commitment to enforce restrictive non-pharmaceutical interventions reminiscent of those experienced during “Covid-19″ on repeat! This would result in the same social and economic costs for the people that were experienced during “Covid-19”, again on repeat.
We must always remember that, five years on, the origin of the virus (assuming there was a virus), the validity of the PCR tests, the suppression of early therapeutics, the denial of natural immunity, the effectiveness and safety of masks, the effectiveness of lockdowns and the vaccines as “safe and effective” have all been proven to be wrong.
The entire pandemic was a lie – a global act of tyranny. The Pandemic Agreement will facilitate such lies and tyranny over and over again.
